1) Rupay select is NOT FYF for 0 balance nari shakti A/Cs. The first year (issuance) charge is waived according to the AQB criteria and AMC are always levied from 2nd year onwards (refer to the attached image). At the time of renewal, depending on AYB (Average yearly balance), AMC will be levied (or not) for the issued card.
Yes as per your photo you are right but the detailed circular is nowhere to be found in website. Thanks for sharing this from next time I will verify my data to the full extent before posting here.

Thanks for bringing it up. This used to be a thing in previous CBS version (finacle 7) but restrictions have been put in place in Finacle 10 that a particular card cannot be issued in the same account twice.

Ok then I suppose this account is not useful and I think BOI should put clear information about account schemes. Btw do you know any account in BOI which has fyf or ltf rupay select with low mab?

i think no such restriction exists, as long as each joint holder has their own customer id. many psu banks actually say the same, that same debit card can't be issued twice on same account. but that's because in their experience most joint accounts they opened are having only 1 cust id attached to it. so it shows error obviously.

i faced this issue in BoB, Canara etc PSU banks. but it was resolved as well.

This restriction is at CBS end in BOI and it's first hand information. Every bank has its own customised CBS so can't speak for the other PSU banks.

As for joint accounts having 1 CIF, it's mandatory for them to have unique CIFs for each individual customer otherwise the AC wouldn't be joint.

FYF/LTF RSDC with low MAB isn't a thing unless you are a staff.
