Not for everyone my friend. Many are getting approval just on the basis of salary but not everyone. Some BMs/RMs are giving this reason that upper management is not approving because of zero PPOP.
Also, there is only one ICICI branch in my city.
Since EPM is invite only card, what can be done in this case?

There is no ppop criteria. I got my EPM with 0 icici relationship and purely on basis of salary without chasing anyone. Just 2 interactions with icici .. 1st to visit branch and ask to log application via a normal cc agent and then a single follow up.

My point is, this card can be approved without ppop and I don’t think it’s even a criterion. It never figured in my discussion with my RM. Either your RM is pushing his agenda or he doesn’t even know how to take it forward. Majority of people on this forum got it just with their salary and majority didn’t even have wealth mgmt when they had received it.

I understood your point but I am saying is that this is not working in each and every branch. As many said you need the right BM/RM to get it approved and this is not valid for my home branch.
Is there any way to apply it through some other branch RM?

Criteria is there and that you can see in the initial post also but that is true many are getting without that as well.
