Does Foreign Transactions eligible for RP

It is mentioned in their T&C that we will get 1.5% as cashback on all foreign transactions and also mentions that Cashback transaction does not entitled for RP but under Duty Free section.

I am confused now whether Forex Transactions are eligible for RP or not? Does anybody have experience about this?
