Yes, possible there is only one bank and only single branch in whole India but you have to find that where branch is located.

The last digit of any card is generated automatically to verify other 15 digits. So, you can't choose the last 4 digits.

contact mastercard or visa ceo and ask them for the same

I've heard account number of choice, i think kotak or idfc have that ,
But never heard of card number of your choice
