Does any body know, how to check CIBIL score of any person provided I have their PAN Number, Name, Address, DOB but no access to mobile number ?

May be not. Most of the offline local lenders do follow this approach. Just want to know how do they do it.

you can not check on behalf of someone else, unless you are a CIBIL partner and get permission from the PAN Card holder.
and trying to check someone else's CIBIL without their permission is not legal.
