I'm looking for a reliable screen ruler tool to measure pixels or dimensions directly on my screen.

I often work on UI/UX design and need precise measurements for layout alignment, especially when reviewing mockups or web pages.

Ideally, the tool should be lightweight, easy to use, and work on Windows (though cross-platform would be a plus).

Does anyone have recommendations for a good screen ruler they've used?

Features like transparency, horizontal/vertical guides, and snapping would be great to have.
