Recently got the Axis Atlas approved on my dad's account but the issue being he doesn't really travel a lot. Wanted to know if I can use the card to redeem the Edge miles on my Accor/ITC/Air India/Qatar Airways account.

I believe there is no restriction to transfer points to your father's Accor/ITC account and book for others using RPs.
For Air India/Qatar Airways you can create family account by making your father's account as primary and use his RPs to travel.

Accor doesn't allow booking without the account holder being present is what I've seen and also the room is reserved on my father's name if I book it from his account. So my concern is how will I be able to use those without him being present at the time of check in.
Also is there any way to have a family transfer in ITC?

when they charge you 1EP=1Rs. after 6 months saying you transferred to somehow non-card holder account. then either you'll pay or close the account. Not to mention they may ask invoices of how you earn those EP after 12 months too.
