You are absolutely right. Organiser can decide what to or what not to share but irrespective of that any member can make iTune/App store/In App purchases which Organiser can’t restrict until the family members are minors. Not worth the headache.Please try out, my knowledge is limited.

Yes, if your family members don’t have their own Apple ID funds then it will be your funds which will get deducted. So beware. I have already faced this exact issue with my own family members on my Apple One. I would not recommend anyone to add strangers in their Apple ID family. Are you up for keeping the tab on family members storage use monthly, restricting them and again granting them access (they have every right to ask you to do so because they are contributing ₹ equally)? Now coming to your circumventing point on UPI, by doing so you will be losing out on 10% to 15% bonus funds Apple will give you on adding to your ID during Deepawali. Storage use -> Give them some time to delete their files so that their storage is less than allocated to them. If they don't comply, remove them.
