Actually this isn't true. I have razorpay account, payu, phonepe and two of them have amex support enabled from last 2 year plus. What happened is OP hasn't activated so razorpay algorithm have send him this email so he enabled and this and rate would same for him for a particular timeline not forever. Razorpay is know for these. It very common.
