This could also mean that if we keep apay balance just below 25k then we can pay via multiple methods and save on atleast 25k
 
Not sure about the amount capping, but if I am correct, there was already a limitation of making 5 bill payments for same service through Apay balance and 6th one would be done with only UPI. Unless you choose any other service. Ex: I usually make payment for my entire building (Joint family), so in total, there are 6 electricity bills. 5 are paid through A-Pay balance, but it won't let me pay the 6th one. However, I can make phone bill and gas payment through balance.

Or this there a restriction on all the grouping of above categories and limited to 5 total payment now?

If bill amount is less than 15k den u can use multiple amazon ac. I dont think dere is any problem in that.
Most of us having problem in insurance payment as this amount is usually higher than 15k
