Yes I paid my electricity bills today on Airtel thanks app using the Airtel Axis CC and was charged a 1.24% Usage fee. Though it's still the best option available for cashback so long as you use it for bills up to ₹2500.
8.76% cashback isn't bad, especially after the Rupay platinum DC Friday offer was withdrawn on Amazon Pay.

Airtel started levying usage fees on electricity bill payments while using Airtel Axis credit card on its app. Might add the same for other bill payments also.
