30% CL usage Rule: Is it for individual card or overall cards' credit limit?

I usually keep my card usage under 30% but Last month I was a bit negligent & exceeded the limit of my two cards. When I checked the CIBIL I have noticed a slight fall from 791 to 783.
There are no enquiries and I have used only 15% my overall cards' limit.

Last month my credit utilization was 60% plus and CIBIL dropped from 785 to 760.

From 1-2% to 60%, cleared all dues and this month utilization is 50% but CIBIL is stable at 775.

So, it's overall credit limit not individual card.

Total spends on cards reflected in cibil divided by total overall limit on all cards that’s the % of utility
 
Total limit across all cards used divided by total limit available across all cards. This includes any temporary credit available or anything like that.

Plus only the billed amounts are important so if you pay the bill before bill generation then it does not count.

I have felt that Cibil has become quite a bit more touchy recently. Like small changes/deviations are causing big drops.
 
My CIBIL went down from 768 to 726 in May.
I checked and there was only 1 inquiry in that said period and more than 30% usage on the CCs. I’m always careful to keep the spends below 20% but had a wedding in the family so spent was high.
I sent an email to which they replied and gave absurd past reasons for the reduction which is not fair.
