Lets simplify first for other people here on why it fails?
Suppose your SBI Cashback card bill generated on 03-May-2025 with amount Rs.50000.
Your cashback for this statement was Rs.2500 (assuming all this 50K txns were online and had 5% cashback applicable).
Now on 4th SBI will credit Rs.2500. Your total o/s or bill due now stands at Rs.47500 (50000-2500).
SBI allows maximum 5% extra on outstanding due: Rs.47500 + 5% = Rs.49875. Now Smartpay will have 50K but you can not pay more than 49875 now. Due to this smartpay txn will fail.
How to get rid of this?
Before smartpay date arrives for auto-payment like if due date is 23-05-2025 then smartpay will trigger on 19-05-2025. Before this do txn of Rs.125 or more more depending on what due left you have. Smartpay won't fail now.
Current o/s on SBI Cashback card should be equal or greater than what smartpay bill value has.

In my view if anyone is paying exactly the bill amount then ideally it should go through irrespective of cashback or refund.

SBI has due amt + 5% max permissable limit but cashback is considered as payment in SBI cashback card or other SBI cards also. You can check on any portal also by entering details. It shows maximum permissable limit.
Like your bill was 10K and 500 cashback adjusted. Now due is 9500. Max permissable limit will show you 9975. Paying 10K will lead to txn failure. I already seen it happening with me where I paid above max. permissable amt. Money will deduct from account and refund later.
Now if you do say Rs.25 txn then your max permissable limit will be 9975+ (25+1.25)= 10001.25. Now this smartpay autopay bill won't fail at all if txn was done say 7 days before it triggered by HDFC Smartpay.
Thanks for the update. But the case I discussed is not to pay leftover amount. Billed amount will be paid by Smartpay. Here problem is different and not the one you told about AU.Even au bank did this it took billed amount automatically even i paid outstanding by cred there was no outstanding balance in card,
repeated same bailed amount got paid by hdfc SmartPay.
Here if billed amount if more even cashback credited i utilized card for keep difference more still it fails from hdfc billpay side for sbi cashback.

Fee reversal is considered payment but in next statement only.Also another interesting thing. Sbi allowed me pay extra 100 rs more than outstanding through bbps. But I could pay even more amount through yono to make the outstanding negative 590. Apparently they don't consider fee reversal as payment

Okay. Editing the post with word: Assumption.I had hoped in similar lines and had used the cc after bill generation for more than the cashback received. Still the autopay failed.
So please take for sure that this isn’t the case for sbi cashback card’s autopay failure’s reason.
