Not sure about Digisave but I would highly recommend going for SavingsMax instead if possible. Maybe you two could help each other by combining both of your liquid funds into one account and then after one of you gets the card switch the funds to other’s account?

Best option for your brother is open SavingsMax and keep MAB maintained and only use HDFC DB if he doesn’t have any cc for all payments. Keep on checking preapproved offers through netbanking and eventually after 6 months he might have an offer.
