I read somewhere that we can use some wallet balance refilled using amex card and use that wallet balance to pay credit card bills of other banks. Just i am not sure if its true.

Absolutely manufacturing spends is not a good idea at all - if they see repeat payments for wallet load with high amounts - they might do FR and cancel accounts with them.

 

American Express can cancel and close your cards, they have done it before

What if I use for rent payment(Load Mobikwik wallet and Bank transfer to landlord, 35,000 p.m.). Will they still block my card?

If you do it once, it will not be noticed
but if you do it every month for 12 months in a year, then it will establish a sequence which can be detected

If American Express cancels or closes your card, you cannot even apply for it again, because they stopped issuing new cards
