Axis Privilege welcome benefit not received

I had applied for AxiS privilege (upgrade)
With 1500 joining fees and getting 12500 points equalling 5k voucher

But even after 4 months rewards points not rd is welcome benefit only

As per policy
12500 points within 30 cards of card setup
But their cc is saying card issuance is same as setup.

Where you read the policy? Generally what I know is countdown starts from the card issue date

When escalated they replied that you did your first transaction after 30 days.

Timeline
Issuance and dispatched in 12 June
Joining fees due on 30 June
Delivered on 5th July after many failed attempts by courier partner
activation done on app on 7th July
Paid card bill on 7th July
First transaction on 27th July

As per policy
12500 points within 30 cards of card setup

Pls suggest what to do now to receive benefit
My intention of taking this card is welcome benefit only

Try escalating with PNO. if do not receive a proper resolution. take this to RBIO.

escalated to PNO but same reply not eligible.
escalated to RBI but not a single reply from RBI from last 3 months

put closure request for this reason, they gave me 5k as retention benefit last month.
but out of nowhere. 12500 rewards points got credited yesterday.
