Payment of 2.6L

I need to pay fees of 2.6L immediately.
I specifically applied for SBI Vistara card to pay this fee the card got approved but is not delivered from past 1 month. CC has no idea when it will be delivered.
I can’t use any of my other cards.
How to make this education fee payment immediately and save bucks , any tips?
(I already asked for extension but extension is also over now and ₹100 penalty also😞)

Pay it by other means to avoid default
Cc rewards are a side game for the extra perks not to mix with real money life
