Australian visa query - urgent help needed

Need a help regarding Australian visa application for a friend.

What is the preferred (faster) way to apply for Australian visa in case my friend wants to visit her family member (brother & his family) to attend a medical/health situation.
Getting family sponsored visa is one option, but that takes more time in processing than normal visitor/tourist visa. So, normal tourist visa looks like the better option.
My friend had already visited Australia in 2019 on the same passport. Does having an old visa helps in any manner?

Is there any way by which one can get the process expedited by providing some justification/health documents, etc.....? or does going by any agent results in faster processing?

Appreciate any suggestion/inputs!

I never had any experience in this.. but I would imagine taking a direct tourist visa thru a well known agent is a better option

Thanks for the reply @kuchbhi and @SSV bro...... Got info that yes, this is the best route (through an agent who has some link or atleast good idea of how the embassy grants)..... other useful info that one can opt for Premium/privileged services (something like tatkaal) where the application would be considered at priority in 2-3 days..... but need to pay AUD 1000 (INR 55K) for this service.
