Scan n pay through UPI app is successful, even after the card is temporarily blocked for Rupay Credit card... Is it normal or this is a bug??

You should the respective bank to block cc upi services just like how you block upi services on bank account.

As of now there is no disclosed channel at customer level to block.

SBI card have option for enabling/disabling this feature via their app.

Then all banks will follow same.
