SBI cashback card gave 1% on online foreign spend in US$

I did online transaction of US $900 (Rs 73745) in MCC 4411 Cruise lines.
But I received only 1% cashback Rs.737 on Rs.73745 (USD 900) spend and not 5% cashback for online spend. (MCC 4411 Cruise lines)

As per SBI cashback card terms and conditions and merchant category codes, MCC 4411 (CRUISE LINES) IS NOT AN EXEMPTED CATEGORY.

SO I SHOULD RECEIVE THE FULL 5% CASHBACK for this legitimate online transaction in US dollars using SBI cashback card.
So the balance 4% cashback Rs.2949 is due to me.

SBI replied to my complaint saying that this transaction on MCC 4411 Cruise lines is eligible for only 1% cash back, which is ridiculous.
SBI also charged me 4.13% forex markup fees for this transaction.

What is the rationale and logic for this statement?

To be honest, I don't know and for the foreign trasnsactions that I had done online last year I got 5% CB as stated above
