Some banks have the option of "Temporary" block. In that case make sure you choose "Permanent" block. This is enough.

AFAIK, blocking (permanent or temporary) doesn't stop the bank from charging annual fees (be it credit or debit cards). Only option is to "close" the card by contacting the bank.
