Need a lifetime free Rupay credit card for UPI usage from PSUs

I want a Rupay lifetime free credit card to link with UPI from any of these PSU banks. Which lifetime free credit card offering among these PSU bank have best reward rate and features for UPI usage?
Note: I already have a core HDFC card so can't apply for another core HDFC card with Rupay network.

not true. i have rupay regalia and rupay freedom. both ltf
