How to get a Bank locker?

Most banks lockers are already fully booked and have a waiting list.
I need a bank locker near my home and don’t want to make a 5 lakh FD or buy a useless ULIP. That would make cost of locker prohibitive.
Any hacks?

Is having account mandatory to open bank locker?
I want to open joint locker in SBI with my mother. My mother has SBI ac but I don't have, branch people told me that account is mandatory for both to open locker.
