Help needed - Booking.com failed transaction charged, and not getting reversed

Hi,
One of my family members faced the following issue while booking a hotel through booking.com

1. Searched for hotel Country Inn for 4 days in Navi Mumbai. Blocks it through booking.com. Booking.com asked for CC details (for blocking money) - provides SBI Card details
2. Received msg from SBICard that payment authentication has failed.
3. Receives no response from Booking.com - no booking details, no transaction number, nothing.
4. Ignores the case as received "not authorized" msg from SBICard.

5. Calls Country Inn to realise that her booking has already came to them and her card will be charged. Hotel tells she needs to cancel her booking by calling booking.com and she will be charged for 1 day for no-show as the checkin date is already over.
6. Booking.com plays share transaction number/confirmation game and does nothing
7. Raises chargeback request to SBI. SBI asks for a lot of details including confirmation from hotel/site

8. 4 days hotel cost get charged on SBICard, gets reversed after few days due to auto-chargeback /dispute raised. However, again debited for 1 day hotel cost.

9. Raised and escalated to SBI as well as Booking - but no action yet. Booking asks the story again and again - and asks to share any confirmation. Once they agreed that this was unfinished booking, but then again did nothing. SBI keeps asking for refund details on raising chargeback.

How do we esclaate the case against Booking.com. Couldn't find it listed on the INGRAM/Jago Grahak Jago portal.
Also, the debit on card is in the name of Holiday Inn...whereas card details were provided on booking.com

I would any days choose MMT/pre-paid/on arrival payment over blocking amount on card...however, she dint think it would end like this.

Any inputs/suggestions?

Actually booking.com need to bear the 1 day hotel cost, its seems at booking.com, txn happened through pg but txn not recorded at booking.com as payment failed from sbi card && sbi re-authorised failed txn with the pg without customer authorisation

just raise chargeback as i said with proofs like service ID, screenshot.

even if sbi re-authorised, booking.com pg should not have claimed the amount, seems to be all the txns happened in the backend.
