Amex utility bill pay except Amazon

Is there any other way to pay utility bills via AMEX except Amazon? I am looking for channels that do not charge convenience fees.

Try direct utility payment gateways. If they may allow using the Amex.

I have been trying to find this for a year, but there’s none.
I use the official website and pay using BillPay, with a fee of approximately 0.8%, including GST.

I think only amex gold charge allows utility payments. When I had paid Bsnl I got points last year. Some how for few months have not paid through amex as I had some funds given by company as gift for amazon vouchers so utilized it
