unable to pay via Airtel Axis CC
infact no option to pay via any DC/CC ...
i dont have any airtel wallet/payment bank account.
Irony is, I am getting ads in the app to apply for for airtel axis cc everywhere while I have one already and cannot use it.

I believe HDFC was down for maintenance for their Credit Card and Debit Card System, or has planned to.
I had received a notification regarding the same.
Maybe that is leading to the delay.

In general, there is a 3-6 month cooling period. Apply after 6 months on a safer side.
Some banks(like SBI) don't have such criteria, not sure about Indus specifically though !

Even with no background, 10-11% rate is available.
I got a pre-approved loan on CC at 17%. If its pre-approved, doesn't mean you need to take it 😅. This was the perception of @dhiraz it seems !
But you can still get a personal loan based on your requirement by providing details on bank websites.
You would get better offers than this.
Talking about Cibil, both will show up as credit loan in your report so both would have the same impact.
Impact would be more on the quantum of amount...
Take a personal loan instead, you'll get it around 10-11%. Interest rate for loan on CC is way higher and other hidden charges like high fore-closure charges are levied !
