Transferring to other accounts through axis or accor is extremely unlikely now, therefore accor value is best realized for self use.

I believe there is no restriction to transfer points to your father's Accor/ITC account and book for others using RPs. For Air India/Qatar Airways you can create family account by making your father's account as primary and use his RPs to travel.

This happened with me again on 30th Dec, I contacted accor and they are saying transfer is successful. From my past experience, if you transfer some points again, it will start reflecting.
