They hv clearly written that interest will b charged on full amount spent till total amount is cleared even if u paid partial. Every bank has same policy. This is how they earn for customers who pay bill on time.Only thing he can do is to request bank for 1 time waiver. Which itself is very difficult in icici. Its d only way possible

Try to ask them for reverse the charges, stating past good track of repayment, and it's a one of exception case.

Try card closure request if he can take risk. But mind u they can actually close card.
