Have not read anywhere about any exclusions to meet the spend criteria for annual fee waiver. Wallet loads will be fine. But as you may know, wallet loading will not fetch reward points and there will be charges upwards of 2% by the wallet

Yes. Call and unblock in my case they asked last three txn amount/ merchant/date of txn to verify and then unblocked
