Generally you need to apply for it manually, we dont know at what interval the algorithm picks up your eligibility, if it picks up at all...
I can't remember reading about preapproved EPM.. it might have happened but with some very rarity...

Yes it is "invite only " card in the sense that, if you express your interest then they will check the eligibility and then invite you to apply for it...
