It's not like that,
it only happens when your declared income was low but spends are dis proportionately high , which may include international spends.
Example: your declared income was 15 to 20L and you spend 1crore or above which includes some international spends then it's definitely worth a FR

It's a common practice with Amex. If you get cards like Plat Charge without income proof and spend a lot in a short span of time then they can put your account on hold and start a financial review. Submit income proof and if everything is fine, you're good again.
