Hello Family,
I am asking all of you a favor, if anyone can help me with the same.
This is a non-financial issue.
I am going to explain the scenario in detail.
Backdrop: I am a doctor (don't want to say entire specialisation and details). So, I have got an offer from a hospital in UK for a job as well as with a prospectus for further specialization. I got the contract offer in mid June. The last date to join - August 31.
Completed the necessary steps for a UK doctor's License - Completed all steps, got the license. Recieved Certificate of Sponsorship and all other things.
Applied for a Police Clearance Certificate on 07/07/2025.
I am from Kerala, but did my PG and have been working in Odisha for the past 5 years in total. Hence, legally I thought it would be better to obtain a PCC from RPO Bhubaneswar, though my passport and my permanent address is that of Kerala.
Now I am explaining the war I have been waging lonely in the past 23 days:
07/07/2025: Booked appointment for the PSK visit. This was the first task.
08/07/2025: I had to travel on road by 200 km to reach this PSK. When I reached I submitted the Boarder Certificate - issued by my Government hospital as a proof of my current address, along with my Union Bank Passbook. The guy scanned both and said he uploaded it.
No update till 16/07.
16/07/2025: I approached my Local PS. They said they got the intimation and forwarded the clearance to the office of SP of my area on 11/07/2025.
17/06/2025: Visited SP office. Got to know my clearance was sent to RPO Bhubaneswar on 13/07/2025. They even provided a photo of the screen of the file they cleared and sent.
I kept on calling the RPO. No one attended the call.
Few hours later the status on PSK site showed - Application kept on hold. Need additional documents.
Kept on calling the RPO front desk number. After 10 times, they attended the call and said the Boarder Certificate had discrepancy in the address against what I provided. The issue was it lacked 'Near X' (X being the name of the hospital I worked, which I kept as landmark). The Certificate was issued by X on it's Official Letter Pad. Yet they held it.
The agent asked me to send a copy of my Passbook via speed post. I replied that it was also submitted at PSK. She replied it was not applied and she cannot do anything.
19/07/2025: Sent the Passbook's front copy via Speed Post
21/07/2025: Speed Post was recieved at RPO.
22/07/2025: Called RPO again, for 10-20 times, no one attended. Finally when the same female attended, I explained everything and that I need this PCC very soon, as VISA itself would take 3 weeks and I need to Join before 31/08. She said to either apply for an enquiry at PSK site or wait till it normally happens.
I checked the next available date for enquiry - 14th of August. I was shattered and felt Hapless, and decided to wait and hope.
On 24/07/2025 - The status was updated as 'Application submitted with documents and fees paid'.
From 23/07/2025 to date - I have been trying to call the RPO atleast 20 times a day to request and beg them. No one bothered to answer.
I mailed to the official mail address of RPO on 23/07/2025 explaining every detail - to which NO ONE ever bothered to reply or even acknowledge.
On 28/07- The status was updated to 'Under Review'
I kept on calling every day. - No reply.
Today morning I got a message stating: Your application with File No. XxxxxxxxxxX has been granted on Pre Police Verification basis. -PassportSP
I checked the Status and was shown that the details has been sent to my local Police Station - Again. After receiving the clearance at the RPO, they will issue PCC.
This was already cleared and sent from my local PS to SP office to RPO.
Now comes the tears of plight and pain: After my duty, at 9 pm I ran to my local PS (the officers I now know). I explained them everything and showed them the status.
They checked the server - Nothing was sent to them with my name or file number today. Just 2 other persons verification was sent.
They even called the SP office and enquired. Even they have not recieved anything.
I called the only guy who is a brother of my senior's friend - an officer at the RPO, at 9 pm and made him talk to the police officers. The guy said he sent it today morning. Now neither of the party has any clue. He suggested, since it was cleared once, the system might have made some error.
Today is 31/07/2025. I have exactly one month to reach to UK to get to my higher specialization.
The RPO officer even said, one month back their grievance system was suspended. So I have nothing to do now.
I even considered visiting the RPO, but he said, it might be pointless without an appointment.
Even I was open to apply for another PCC from RPO Cochin, using another ID - to which many suggested me not to, as it might invite trouble.
*I AM AT A JUNCTURE WHERE ANYTHING AND EVERYTHING IS GOING BAD. If anyone can help me with this, If anyone has any contact with any higher official, PLEASE, PLEASE HELP ME. I am at the verge of a massive breakdown. And I hope this pain ends soon*
For someone who puts his hearts on sleeves at work, being ignored basic civilian rights, being not heard is a pain which keeps on happening immensely and in bad bad numbers in the past 5 years, is nothing but disheartening and sad.
Kindly, if anyone can help me with genuineness, I would do anything for you in return.
UPDATE
01/08/2025: Following my break-down on 31/07, wherein I had confirmed that no fresh request was receieved at my local PS and my SP office, I contacted 2 of the dhallals with heavy hearts. I thought they understood the situation. I called the officer from RPO and told him again and again about my situation and plight. He told he would call me back next day by 10.30-11.00 with some updates, for sure. Walking on road, with moist eyes and sunken heart, I had nothing else apart to trust all these.
02/08/2025: I received no call from the RPO officer. I waited till 11.30 and made him a call, which he unanswered. Guessing he might have been busy, and being desperate, I contacted one dhallal - he said he had an update that the PCC will be dispatched in a maximum 0f 7 days, but mostly within 3 days. He additionally said, if I need to speed up[, he has good contacts and can be done at a charge of 3700 Rs. Badly wanting that, I paid him the money and sent all the data I had regarding the same. He said the same will be done within next weekend.
Now comes the twist - like in a cinema. My contact in the RPO office, he called me back at 12.00 PM sharp. He had just one update to say - He was working on my file, got the things sanctioned, printed and even dispatched. All in a span of FEW hours. He told me to check the status on PSK portal. It showed the status as DISPATCHED.
I CAN NEVER EXPLAIN how I felt at that moment. Was I happy because I won a WAR that should not have EVEN happened? Was I sad because I had to go through all these and sabotagedmy mental health - I was literally broken and was on the streets. The only thing I knew, I was not smiling and something was rolling out of my eyes.
I know all happened soon after posting this timeline on TF. But the pain I went through - I hope this is the price I have to pay for humanity.
Now the funny thing - I called the dhallal, to whom I had wired the money, to update on the same. He said he will return the money and di so. 30 minutes later - he called me back, it was his officer at the RPO who did the same for me, and he wanted the money back. Having no energy to argue - I gave him my 2 days salary - which I can recover from 1 hour of extra shift in UK. So it is fine.
I really want to thank you all for the unconditional support I have received from here. One may think, why I did not post on insta or Twitter or Facebook. I never felt I have a family on any of those spaces. But frankly I believe this family of TF is one I am happy to share with. Yes this Noah's ark has Lion, Fox and even Snake - but for me, this is the only arc I prefer to stay in, when the flood arrives.
Be it the Noah's arc or Manu's boat guided by Matsya, I am happy I was supported.

Final thoughts - Contact as many people as you can. There is no shame, even if he is enemy. Swallow your ego with a fizzy drink and approach anyone and everyone. Nothing will be legally done on time. Not just in Bharat, but anywhere in the world. Not a complaint - Just a realisation/observation.
