You can use Amazon pay balance to buy Fuel Gift Cards. Amazon pay balance can't be used for UPI.

Use AMEX MRCC, SC Ultimate etc. to load paytm wallet and pay. Or if you have high rewarding cards like Infinia, DCB or magnus then use Amazon pay to buy fuel gift cards. If fuel spends are too high, then go for SBI BPCL octane; but this will tie you to BPCL and I heard redemption are not that...
