Probably their documents scrutiny is completed that's why you are able to do transaction, But for security reasons you can avoid large transactions till the mentioned timeline.

Multi city cheque book is main cheque book issued by SBI, You can use it in any SBI branch in the country, That's why they named it like this. Offline savings account holders have this cheque book too.
