I don't think that's shared , generally when limit is shared and you spend on one card, the avail limit on another card reduced simuntaniously but for me it don't.

The They just denied it to convert ltf , as expected . Don't want to close the card but paying fees on this just to hold it doesn't make sense

I would suggest you to try again once and follow the hierarchy , raise to priority redressal and when they deny , quote the request # to PNO and mention how it was insensitive and not a fair review. FYI This worked for someone on reddit before Ishop
