PhonePe wallet balance using SBI Cashback CC?

My electricity boards supports these wallets (No Amazon Pay Balance!). My question is can I exploit this wallets using SBI cashback cc to get 5% cashback? Like purchasing giftcards? Is it possible?

People say that you can pay certain merchants using this GV. (But merchant shouldn't disable some option). But I haven't personaly checked it. But I am certain you can pay utility bill using it.

People say that you can pay certain merchants using this GV. (They shouldn't disable the some option). But I haven't personaly checked it. But you can pay utility bill using it.
